On June 20, 2018, Ms. Andrews was appointed Chief Procurement Officer for the City of Chicago by Mayor Rahm Emanuel and confirmed by Chicago City Council on July 25, 2018.

In this new role, she is responsible for the purchase of approximately $2 billion in goods and services on behalf of City user departments and manages all legal, legislative, procedural and policy matters regarding procurement, certification and compliance issues for the City of Chicago.

Prior to this role, she served as Chief Procurement Officer for Cook County. Ms. Andrews was responsible for the procurement of goods and services for over 30 Using Agencies, including Cook County Separately Elected Officials.  In her role as the Chief Procurement Officer, she provided oversight to the Cook County procurement process in accordance with the Cook County Procurement Code. In addition, she created an annual buying forecast for Cook County to assist in strategic sourcing aligned with the President’s mission to enhance transparency and increase County efficiencies. In addition, Ms. Andrews also implemented strategies to streamline, standardize and improve procurement cycle times by more than 30 percent. Ms. Andrews was also responsible for leading efforts to strengthen opportunities for local and small businesses; creating workshops to provide tools and resources to vendors interested in doing business with Cook County and establishing and enhancing incentive and earned credit programs to support local vendors.   She also served as the Director of Cook County Contract Compliance, where she managed certification of minority and women-owned firms and compliance efforts related to County contracts.

Before joining Cook County Government in October 2012 as the Director of Contract Compliance, Ms. Andrews served as Deputy Procurement Officer for the City of Chicago Department of Procurement Services. While there, she was a key senior leader on the executive team for the department.  She played a strategic role in departmental decisions for legal, legislative, procedural and policy matters regarding procurement, certification and compliance issues.

In addition to her role with the City, Ms. Andrews is a member of the National Institute of Governmental Purchasing (NIGP) and the Illinois Association of Public Procurement Officials.  She is also a current member of the American Contract Compliance Association (ACCA) and an officer with the Chicago Alpha Gamma Pi Public Service Sorority.

Ms. Andrews is a native South Carolina and a graduate of Hampton University in Hampton, Virginia.
