Suzanne Arkle, President + CEO of ZANN, a management consulting firm that advises on small business growth, workforce development and community engagement on major capital development and infrastructure projects. Her clients include public sector institutions, corporations, and prime contractors/consultants. She provides strategic advice to senior leadership about all aspects of project
development, planning and implementation related to increasing and measuring DBE/SBE/MWBE business growth and participation. Through these services she has directed the utilization of over $3.9 billion for small businesses on projects valued at $12.2 billion. In this capacity, Ms. Arkle has gained the trust of the small businesses community stakeholders, owners, and project teams to ensure the pursuit
and design-build process is inclusive and transparent. Ms. Arkle’s project experience and diverse perspective (owners and contractors) has proven to bring value and improved project economic outcomes. ZANN is certified as a small business in 18 jurisdictions.
Ms. Arkle has been recognized for her contribution as the D/SBE Consultant on the Regional Transportation District (Denver) Eagle P3 project where she developed a comprehensive small business program for the first P3 in transit in the nation. The strategy included process definition, program monitoring and execution, tools and metrics, access to capital and bonding, and creation of a business
leader forum to regularly solicit input from external stakeholders.
Currently, Ms. Arkle is a member of the Walsh Fluor Design-Build Team as the DBE Consultant on CTA’s Red Purple Modernization Project. In this role, she provides recommendations on strategies to successfully connect small businesses to procurement opportunities. She also has launched CapBuild™, which is an initiative to build financial capacity for DBEs by providing direct loan access and business
In addition to her work in Chicago, Ms. Arkle serves as the DBE and Workforce Manager for the RTD, North Metro Commuter Rail Project, and provides Civil Rights Reporting and Public Information for the Colorado Department of Transportation, C470 Managed Express Lanes. She also serves as strategic advisor for MWBE and Workforce Development to the City and County of Denver on the 270-acre
National Western Center Project. Most recently, she is working on the Denver International Airport Concourse Gate Expansion Project and the Washington State Department of Transportation SR 520 Bridge Replacement Project.
She has been acknowledged as a small business advocate by: WTS, Rosa Parks Diversity Leadership; COMTO National, Corporate Citizen; Colorado Black Roundtable, Small Business Advocate Leadership; and the Mountain Region Business Economic Success Summit, Community Leadership. Ms. Arkle has also been a member of the American Public Transportation Association (APTA)Diversity and Inclusion Committee which Develop APTA’s new vision for inclusion within the transit industry.
Ms. Arkle holds an MBA in Finance/Accounting from UCLA and received a BA in Urban Studies and Economics from the University of Pennsylvania. She is also MCA certified with the American Contract Compliance Association.
