Mr. Miller offers the Illinois Tollway a demonstrated history of success addressing complex diversity, regulatory and commercial contracting matters.  Miller has provided leadership in higher education, utilities, electric energy, municipal government, and the securities sector for over 20 years.  Prior to joining the Tollway Miller served as Senior Counsel for the Financial Industry Regulatory Authority, a private corporation that acts as a self-regulatory organization dedicated to capital markets oversight.  While at FINRA, Miller worked on issues involving broker and dealer surveillance and discipline, Stock Exchange Regulatory Compliance, and securities litigation. 

 

Miller also served the Exelon family of companies as Diverse Business Empowerment Manager and Claims Attorney for over 8 years.  As Manager of Diverse Business Empowerment Mr. Miller maintained major relationships with various diverse business and political communities throughout the country, to drive Exelon’s minority business development targets.  Mr. Miller addressed supplier diversity and inclusion as it pertained to legal, regulatory, and procurement goals and created and executed national and regional strategies to build a robust pipeline of diverse suppliers that provided over $1.6 billion annually in value to Exelon and its ratepayers.  During Mr. Millers tenure Exelon exceeded internal and external stakeholder expectations, as well as the inclusion goals of its Government Energy sales team.  Mr. has lectured on the topic of diversity certified supplier engagement, minority professional services contracting and, officer and director engagement initiatives. 

 

Mr. Miller also has tenure serving as Senior Assistant City Attorney for the City of Naperville, Assistant Illinois Attorney General, and City of Chicago special Assistant Corporation Counsel.  He holds a law degree from DePaul University School of Law complimented by an MBA in Finance and Marketing from the University of Illinois at Chicago.  In 2016, Miller completed the post-graduate Certified Regulatory Compliance Program at the Wharton School.  Miller serves as an adjunct law school faculty member for his alma mater DePaul University Law School, where he specializes in teaching Legal Remedies.
